Oman: import and export rules
Oman imports most manufactured goods and much of its food, through ports such as Sohar and Salalah and by land from the UAE. Customs (under the Royal Oman Police) clears goods through the Bayan system, and conformity rules were tightened in 2026 with a mandatory Omani Quality Mark for several product groups.

Importing into Oman
- Importer registration in Bayan
An Omani company with a commercial registration from the Ministry of Commerce, Industry and Investment Promotion registers its users in the customs Bayan system (OMR 10 per user). Most importers clear goods through a licensed customs broker.

Since 1 March 2026 the Omani Quality Mark is mandatory for products such as tiles, cement, bottled water, edible oils, food additives, sugar products, plastic pipes, steel and some electrical items. Conformity schemes also cover gas appliances, e-scooters, low-voltage appliances and cosmetics, and energy labels apply to air conditioners and other appliances.

The Food Safety and Quality Center (Ministry of Agriculture, Fisheries and Water Resources) requires online registration of imported food products before import and inspects consignments at the border. Meat, poultry and foods with animal ingredients need halal certificates.

Customs collects 5% import VAT together with customs duty through the Bayan portal. VAT-registered importers can apply to the Tax Authority to defer import VAT to their VAT return, with a guarantee and at least a month before the goods arrive.
